PROBLEM TO BE SOLVED: To provide a method for manufacturing a filler which enables a manufacturing of a filler through simple and trouble-free operation and also, the saving of manufacturing cost.SOLUTION: This filler 1 includes a hydrophilic cloth and a plastic mesh integrally fusion bonded with the cloth in such a state that the plastic mesh is lapped on the surface of the cloth. Further, the cloth and the plastic mesh are formed into a wavy bend as fusion bonded, and thus the filler 1 is manufactured by a bending device. A filler unit 10 is of such a feasible-to-form structure that a plurality of the fillers 1, 1, ... are laminated with their wavy faces brought into contact with each other and accommodated in a unit case 13 of a frame-like form.
