PROBLEM TO BE SOLVED: To provide a means for reducing the phenomena caused by IFN-&gamma in an individual, a tissue, a cell or the like of an application object and inhibiting the development of the phenomena while suppressing the load on the individual, the tissue, the cell or the like, and to provide a method for evaluating a skin-whitening agent.

SOLUTION: The expression inhibitor of the INF-&gamma-associated factor contains an extract of Moutan Cortex. The method for evaluating the skin-whitening agent comprises evaluating whether the expression of at least one kind of factors selected from the group consisting of CXCR3, IP10, Mig and I-TAC or the expression of the nucleic acid encoding the factor is inhibited or not by the presence of a test material.
