The processing circuitry set a management target value related to a blood pressure feature value for each person, calculate improvement targets in lifestyle habits of the person according to the management target value, set a curved target line according to time transition data indicating a target blood-pressure lowering value at each time for predicting achievement of the management target value, detect that an actual blood-pressure lowering value obtained in time series from the person diverges from the target value, and notify the person when the divergence is detected.
