PROBLEM TO BE SOLVED: To identify the contact state of an object.SOLUTION: A processing apparatus includes: a data storage section which stores a current value measured by an electric current sensor that measures the current value of a current flowing in a wire or network which encloses at least a part of a region of a land and to which a high voltage is applied and a determination processing section which determines the contact state of the object to the wire or network based on two or more current values within a predetermined period of time and stored in the data storage section, and stores the result in a determination result storage section which shows the contact state of the object.
