PROBLEM TO BE SOLVED: To control the generation of X-rays when a positional relationship between an X-ray generating part and an X-ray sensor breaks down while securing the positional relationship in an X-ray image photographing apparatus for carrying out fluoroscopic photographing.SOLUTION: An electromagnetic wave is transmitted from an electromagnetic wave transmitter provided at the X-ray generating part in S101. The electromagnetic wave is received by an electromagnetic wave receiver provided at the X-ray sensor in S102, and a position is determined in S103. When the position determined result in S103 is determined to be in facing positions, fluoroscopic radiography is permitted in S104. Detection waiting of machine movement is carried out in S105. When it is determined that there was machine movement in a fluoroscopic radiography permitted state, whether the photographing apparatus is carrying out fluoroscopy at present is discriminated in S106. When fluoroscopic photographing is being carried out, a fluoroscopic photographing disabled state is first set in S107. When the fluoroscopic photographing is stopped, fluoroscopy prohibition processing is carried out in S108.
