In a distributed arrangement mode, when dropping the medicine onto the dispensing tray (201) from a medicine container (2), only one dose of medicine is dropped into a medicine loading groove (208) of the dispensing tray (201) without rotating the dispensing tray (201). Once the one dose of medicine is dropped, the discharging of the medicine is interrupted, and the dispensing tray (201) is slightly rotated. This process is repeated to form a powdered medicine group comprising three mounds (22, 23, 24) on the groove surfaces of the dispensing tray (201). Subsequently, a scraping-out mechanism (606) is moved into the medicine loading groove (208) of the dispensing tray (201) in order to scrape out the medicine.
