PROBLEM TO BE SOLVED: To provide a washing toilet seat device which has sanitation and which can suppress generation of a bad odor.SOLUTION: A washing toilet seat device comprises a toilet seat 20 and a toilet lid 21 which are attached to a top face of a toilet bowl, so that the toilet seat and the toilet lid can be opened and closed freely. The toilet lid 21 includes an excrement reception 22 on which an open hole 23 opened to inside of the toilet bowl, is formed, and an excrement reception water inflow part 24 for making water flow to the excrement reception 22.
