The first pathways (17) are continuously narrowed from the upstream toward the downstream of the air, and the air passing through the first pathways (17) has the speed thereof increased, and is discharged at a speed higher than that of the air passing through the second pathway (18). The ions contained in the air discharged through the second pathway (18) are blocked from, by means of the high-speed air discharged through the first pathways (17), electrostatically charged articles at the periphery of the discharge port, and are diffused in a space without being neutralized.
