PROBLEM TO BE SOLVED: To provide foam-promoting agents which, by adding a surfactant as a substrate, improve the touch at the time of shampooing and increase the foamability of the surfactant.SOLUTION: A foam promoting agent contains acyl hydroxyethyl β-alanine salt represented by formula (1) as an active ingredient.
