PROBLEM TO BE SOLVED: To provide a light emitter for controlling hair growth, which is capable of effectively inhibiting the loss of light caused by the reflection on the surface of the skin and effectively inhibiting the attenuation of light caused by scattering within the skin.SOLUTION: The light emitter for controlling hair growth includes a light emitter 2 for emitting light to control the growth of body hair in the skin to be treated, and a tension applying part 8 for applying the tension to stretch the skin to be treated.
