The device has a housing (2) whose driving input shaft (3) transmits movement to an output shaft (4). The input shaft bears a rotary control unit (10) controlling the movement of a receiving pulley (6) along the input shaft towards or away from a rotating component (9) so that the pulley freely mounted in rotation on the input shaft, is moved from a disengaged position into an engaged position. The pulley has a belt receiving groove (11) with constant preset width for maintaining the belt tension as the pulley moves along the input shaft when the belt is taut inside the groove.
