The purpose of the present application is to provide an oil-enveloping powder composition having excellent productivity and high stability for preservation.The present application provides an oil-enveloping powder composition comprising oil-enveloping powders and an oil droplet. The oil-enveloping powders are plate-like powders having a specific surface area of 10 m2/g or more, coated by aluminum hydroxide and processed with fluorine treatment.The oil droplet has 50 mass% of hydrocarbon oil or more based on total oil components having a surface tension value of 2.0 × 10-2 N/m or more.In addition, the oil droplet enveloped by the oil-enveloping powders shows as a powder having an average particle diameter from 10 to 150 μm, and liquefies after being rubbed.本發明要解決的課題是提供製造性優異,並且保存安定性高的包油粉體組成物。一種包油粉體組成物,其含有包油性粉末及油滴,該包油性粉末係表面經氫氧化鋁被覆的比表面積10m2/g以上的平板狀粉末,且經施予氟處理的包油性粉末,該油滴係由全油性成分中烴油佔50質量%以上者,且該油性成分全體的表面張力值在2.0×10-2N/m以上的油性成分所成,而前述油滴是被前述包油性粉末包裹進去,而呈現平均粒徑10至150μm的粉末狀,經塗擦而會液化者。
