PROBLEM TO BE SOLVED: To provide a sphygmomanometer which is configured to appropriately compress an airbag relative to an upper arm and easily make close contact with the upper arm, and to provide a method of manufacturing the same.SOLUTION: The sphygmomanometer 10 includes an arm band 12 and a body 16. The arm band 12 includes a cylindrical housing 30, the airbag 32 provided inside the housing 30 for compressing the upper arm of a subject which is inserted into the inside, and four folding lines 52a-52d which extend in an X direction where the upper arm is inserted on the inner circumferential surface 40a of the airbag 32, are thinner than the other parts, and have different hardness. The folding lines 52a-52d are configured to be thin compared to the other parts. The folding lines 52a-52d are formed by heating by a high-frequency welding machine.
