The present invention provides a stimulation generating device comprising: a stimulation generating unit (1)； and a control unit (2). The stimulation generating unit (1) includes: a frequency adjusting unit (3) for generating frequencies needed in treating an affected area and adjusting strength of the frequencies； a cine wave generating unit (4) for making the frequencies outputted from the frequency adjusting unit (3) into cine waves； an output wave adjusting unit (5) of making the cine waves, when the frequencies outputted from the frequency adjusting unit (3) is generated as the cine waves from the cine wave generating unit (4), outputted as one of alternate waves, + half-waves, or - half-waves； and a stimulation generating unit (6) for generating stimulation through the cine waves generated from the cine wave generating unit (4) when the corresponding frequencies are generated as alternate waves, + half-waves, and - half-waves from the output wave adjusting unit (5) according to the strength of the frequencies generated from the frequency adjusting unit (3).
