The purpose of the present invention is to provide a surface-plasma panel used in a plasma pad for skin care and skin treatment and a sterilization device through formation of high efficiency plasma. To this end, provided is a high efficient cross section-plasma source with an opposite discharge method in a spacer space by installing a spacer above a dielectric layer instead of an existing dielectric layer barrier discharge method. Provided is a plasma pad for skin treatment by using the spacer and a cover layer consisting of a net gauze containing a skin treatment solvent.
