The present disclosure relates to a method to solubilize phenolic compounds and maintain it in a stable solubilized form for an extended period of time. The disclosure provides for the use of a mixture of caffeine and ethanol to solubilize phenolic compounds. Also provided are methods and formulations comprising phenolic compounds viz quercetin, genistein, and menadione in solution for extended periods of time for promoting hair growth.
