PROBLEM TO BE SOLVED: To provide a fastener member for a paper diaper which is easily mounted to a paper diaper even if the fastener member having elasticity, and to provide its manufacturing method.SOLUTION: The fastener member includes a pair of fastener member bodies 21 connected with a girth part 10b of a rear side of the paper diaper 1, and laminated on each other, and an elastic material 22 arranged between the pair of the fastener member bodies 21. A pair of protrusions 21a are formed on the opposite end of the end of the pair of the fastener member bodies 21 connected with the girth part 10b of the rear side. The elastic material 22 is arranged in a range from the end of the pair of the fastener member bodies 21 connected with the girth part 10b of the rear side up to the protrusions 21a. The elastic material 22 is fixed to the fastener member bodies 21 in a stretched state in the range so as not to form an elastic force to bring the pair of the protrusions 21a close to each other. The elastic material 22 disposed along the direction nearly orthogonal to the connecting direction of the girth part 10b of the rear side and the fastener member bodies 21, is arranged in a non-stretched state with respect to the fastener member bodies 21.
