The present invention is directed to a stabilized anti-dandruff composition comprising about 10 wt.% to about 40 wt.% of an insoluble anti-dandruff agent, about 6 wt.% to about 12 wt.% of a stabilizer, less than about 1 wt.% of a preservative, and about 0.5 wt.% to about 1 wt.% of a neutralizer, and water.
