The present invention relates to systems and methods for applying fluids within a lumen. a device (10) may include an elongate tubular structure (20) having a central opening (50) through which the flow flows. the central opening may be defined by an open proximal end (30) and an open distal end (40). The elongate tubular structure may have an elastic section toward the open distal end. the device may also include a locking device (80) such as a balloon within the central opening of the elongate tubular structure that may assist or be configured to prevent fluid flow through the central opening between the open proximal end and the open distal end. the device may further include a balloon (90) disposed on an outer surface of the elongate tubular structure.
