The present invention relates to a preparation method of raw materials for cosmetics, and a cosmetic composition comprising raw materials for cosmetics prepared by the same. The preparation method of raw material for cosmetics comprises: (a) a step of diffusing metal oxide particles through a solvent (b) a step of mixing methyltrimethoxysilane (MTMS) and tetraethyl ortho silicate (TEOS) into the dispersion and (c) a step of forming a coating layer on the surface of the metal oxide particles by polymerizing the mixture at a temperature between 30 and 90°C for 9 to 18 hours.
