The present invention relates to a method for producing shampoo without heat treatment and shampoo produced thereby. To this end, the method comprises the following steps: (1) mixing shampoo raw materials composed of 5.2-20.8 parts by weight of glycerin, 0.5-2.6 parts by weight of polyquaternium, and 0.5-2.6 parts by weight of sodium alginate with respect to 100 parts by weight of purified water (2) stirring the mixed raw materials at least one time and (3) filtering the same thereafter. According to the present invention, significant reduction in costs and time for the production is possible since heat stirring tank for heating the raw materials is not required.
