The present invention relates to an activated carbon filter module and an apparatus having the same for purifying and neutralizing harmful gases, the activated carbon filter module decomposing and removing harmful substances through adsorption of the harmful substances in the air using an activated carbon coated with an optical catalyst. The activated carbon filter module according to the present invention comprises: a case including an inlet for introducing air, an outlet for discharging air, and an activated carbon-filled chamber disposed between the inlet and the outlet； a plurality of optical catalyst activated carbons filled into the activated carbon-filled chamber and obtained by coating activated carbon pellets with optical catalysts； a light radiation unit disposed in the activated carbon-filled chamber for radiating light to the plurality of optical catalyst activated carbons； and a rotation unit for rotating the light radiation unit buried in the optical catalyst activated carbons.
