A surgical-excising device is presented, which includes a case, an outer tube, a delivering rod and a power source. The case has a space inside. One end of the outer tube is set in the case and lead to the containing space. The delivering rod is set inside the outer tube and has a cutting portion, a connecting portion and a delivering portion. The cutting portion is set on one end of the delivering rod while the connecting portion is formed on the other end of the delivering rod, and the cutting portion protrudes from one end of the outer tube. The delivering portion is formed between the cutting portion and the connecting portion.
