A bone anchoring device is provided for coupling a rod to a bone anchoring element, the anchoring device including a bone anchoring element (1) comprising a shank (2) for anchoring in bone and a head (3)； a receiving part (5) having a first end (5a) and a second end (5b), a central axis (C) extending through the first end and the second end, a recess (52) for receiving a rod (6), wherein the receiving part (5) receives the head (3) of the bone anchoring element (1)； and a pressure member (7) for exerting pressure onto the head (3), wherein the pressure member (7) comprises at least one engagement portion (756) that is configured to be engaged by an instrument so as to move the pressure member (7)) in an axial direction from a non locking position in which the head (3) is pivotable in the receiving part (5) to a locking position in which the head (3) is clamped, and wherein the receiving part (5) comprises a first contact surface (50b) that cooperates with a second contact surface (71) at the pressure member (7) in such a manner that the pressure member (7) is configured to remain in the locking position when the instrument is removed.
