The present invention addresses the problem of providing an oil-in-water-type emulsion composition that is not sticky, that has excellent post-finishing smoothness, and that has excellent temporal stability. An oil-in-water-type emulsion composition that solves said problem and that is characterized by containing components (A)-(C): (A) a dextrin fatty acid ester that is an ester of dextrin and fatty acid, wherein the dextrin has an average degree of glucose polymerization of 3-150, wherein more than 50 mol% and up to 100 mol% of the total fatty acid content is one or more C4-26 branched saturated fatty acid and 0 mol% or more but less than 50 mol% of the total fatty acid content is one or more fatty acid selected from the group that comprises a C2-22 straight-chain saturated fatty acid, a C6-30 straight-chain or branched unsaturated fatty acid, and a C6-30 annular saturated or unsaturated fatty acid, and wherein the degree of fatty acid substitution per unit of glucose is 1.0-3.0; (B) an ester of a C8-18 fatty acid and a C2-9 monohydric alcohol; and (C) a polyoxyethylene hydrogenated castor oil.
