PROBLEM TO BE SOLVED: To provide a farmer determination apparatus that can link solar-sharing projects and farmers to decide appropriate farmers for the respective solar sharing projects.SOLUTION: The farmer determination apparatus for determining farmers for a solar sharing project, comprises: means for judging a farmer's farm management scale, configured to judge the farm management scale of a farmer, which represents the scale of farming by the farmer, by using the number of agricultural workers of the farmer； and means for judging a necessary scale of farming, provided for judging the necessary scale of farming by using the area of a target land to attain a solar sharing in the solar sharing project.
