The present invention relates to a sustained-release L-menthol gel in which a wax is coated on the silica enclosing the L-menthol, a method for manufacturing the same, and a cosmetic composition using the same. The sustained-release L-menthol silica gel of the present invention promotes cooling of the skin and skin penetration of skin-care ingredients by continuously affecting skin with menthol components dissolved in glycerin by being released due to material exchange when contacting the skin surface, and provides an effect of improving a value of a cosmetic product when mixed to a cosmetic product containing the skin-care ingredients.
