The present invention is directed to a compression bandage for the treatmentof pain and inflammation, comprising a support substrate and an interpenetratingnetwork of PVA disposed within the support substrate. The bandage provides coolingand delivery of therapeutic compounds. The bandage comprises an open cell foammatrix carrying an incorporated PVA hydrogel and optionally at least one additionaltherapeutic agent.
