PROBLEM TO BE SOLVED: To provide an intermittent cutting and transfer device capable of transferring a sheet to a predetermined portion of a second member with high accuracy in the case of cutting a continuous form of sheets into individual sheets and transferring the same to the second member, and a method for manufacturing an absorbent article using the device.SOLUTION: An intermittent cutting and transfer device includes: a cutter roll 20 provided with a cutting blade 22 formed on an outer peripheral surface 21 thereof and an anvil roll 40 for receiving the cutting blade 22. A continuous form 30L of sheets 30 is cut into individual sheets 30 by using the cutting blade 22, and the sheets 30 are intermittently transferred to a second member 5 carried separately. An outer peripheral surface 41 of the anvil roll 40 has a continuous part corresponding part 45 corresponding to a continuous part 31 of the sheets 30 in cutting the continuous form 30L and a non-continuous part corresponding to a non-continuous part 32 of the sheets 30 in the central axis direction CD of rotation of the roll 40. The non-continuous part corresponding part 46 has higher slipperiness for the sheet 30 than that of the continuous part corresponding part 45.
