PROBLEM TO BE SOLVED: To provide an oil-in-water emulsion cosmetic preparation which has excellent temporal stability in spite of having a high moisturizing effect, imparting a feeling of tension without stickiness.SOLUTION: An oil-in-water emulsion cosmetic preparation contains the following components (A) to (E): a component (A) is 5-50 mass% of water-soluble moisturizing agent, a component (B) is 5-60 mass% of liquid oil, a component (C) is 0.01-1 mass% of acrylic acid water soluble polymer, a component (D) is 0.01-1 mass% of gum water soluble polymer, and a component (E) is 0.1-10 mass% of an emulsifying agent.
