Described herein, are personal care compositions comprising a cationic surfactant； a nonionic surfactant system comprising at least one surfactant chosen from an amine oxide and a fatty acid amide； and a structuring agent comprising polyacrylate-1 crosspolymer in an amount of 1.5 wt % to 7 wt % by weight of the composition. Methods of making and using these compositions are also described.
