PROBLEM TO BE SOLVED: To provide a fiber treatment agent that has a high adsorption property of a functional component to a textile product and to impart not only flexibility but also various functions to the textile product, and a method for producing the same.SOLUTION: There is provided a fiber treatment agent containing: an emulsion (A) of a mixture of an oily component (a1) having a melting point of 30°C or more and at least one functional component (a2) selected form a group consisting of a repellent, a coldness and warmth feeling stimulating agent, a skin protecting component, an ultraviolet absorber, and an antibacterial agent, and water； and a cationic compound (B).
