The chamber comprises a bottom, a side structure attached to the bottom, and an aperture opposite of the bottom. The handle comprises a body defining a longitudinal channel with a first end opening to the chamber and a second end opening at a distal point on the handle. The second end is proportioned to be received within a mouth of a bottle.
