The present invention relates to an apparatus for manufacturing a hot pack with enhanced sealing quality and sealing rate, comprising: a worktable for performing an operation of manufacturing a hot pack; a first packing material supply part for supplying a first packing material onto the worktable; a heating agent supply part for supplying a heating agent corresponding to a granular material onto the first packing material of the worktable so that the heating agents can be set in a plurality of areas spaced from each other in the front-to-rear and width directions; a second packing material supply part for supplying a second packing material to cover the plurality of heating agents set on the first packing material by the heating agent supply part; a sealing part for pressurizing the heating agents set between the first and second packing materials to bind the first and second packing materials and form a pouch accommodating the heating agents; and an air injection part installed at a rear end of the heating agent supply part to remove heating agent scraps scattered between the heating agents set through air injection. According to the present invention, the heating agent scraps may not remain due to the injection of air into a setting area of the heating agents. When setting the heating agents onto the packing materials, the heating agents may be physically guided to concentrate on an area in which the heating agent is set, and thus the heating agents may be prevented from scattering on the packing material.
