The present invention, in a tooth or tooth peripheral attachment formulation, provides the tooth or tooth peripheral attachment formulation which contains an active ingredient, a phase transition polymer, and a polymer which is water-insoluble and soluble in ethanol, wherein the formulation contains ethanol as a solvent, is in a liquid state to be applied to teeth or teeth peripheral area, and is phase transmitted by intraoral fluid to provide adhesion to teeth or teeth peripheral area. The formulation of the present invention can impart high adhesion to a desired site despite tooth gaps or bends.
