Compositions and methods suitable for the delivery of hydrophilic biologically active agents are disclosed. The composition is formed from at least one hydrophilic biologically active agent solubilized by a hydrophobic inverse emulsion surfactant in a non-stinging, volatile, hydrophobic solvent. May contain inverse microemulsion. Non-stinging, volatile, hydrophobic solvents include volatile linear and cyclic siloxanes, volatile linear, branched and cyclic alkanes, volatile fluorocarbons and chlorofluorocarbons, liquid dioxide under pressure conditions. Selected from the group consisting of carbon and combinations thereof. The inverse microemulsion may be an optically clear solution.
