A therapeutic composition for applying and increased penetration into tissue lesions caused by at least one virus, bacteria, fungus or non-pathogenic toxin, comprising: at least one anti-infective agent in a carrier containing organic halide； a liquid carrier containing a penetration component into tissue for rapid penetration into damaged tissue without rapid diffusion beyond the skin； a local anesthetic included in such an amount that the therapeutic composition penetrates the damaged tissue more quickly compared to a therapeutic composition without a local anesthetic. 2. The therapeutic composition of claim 1, wherein the at least one anti-infective agent essentially consists of organic chloride. The therapeutic composition of claim 1, wherein the at least one anti-infective agent comprises at least one benzalkonium chloride compound. The therapeutic composition of claim 3, wherein the at least one benzalkonium chloride compound is included in a concentration in the range of from about 0.01% to about 0.5% by weight of the therapeutic composition. The therapeutic composition of claim 3, wherein the at least one benzalkonium chloride compound is included in a concentration in the range of from about 0.05% to about 0.3% by weight of the therapeutic composition. The therapeutic composition of claim 3, wherein the at least one benzalkonium chloride compound is included in a concentration in the range of about 0.1% to about 0.2% by weight of the therapeutic composition.
