A tissue cutting device (2000) is described. The device comprises: an elongate tube having a proximal end and a distal end and a central axis extending from the proximal end to the distal end; an inner component (2001) at the distal end of the elongate tube, the inner component including a plurality of first shearing elements (2002), each first shearing element having a parallel shearing surface that is parallel to the central axis; and an outer component (2011) at the distal end of the elongate tube and concentric with the inner component, the outer component including a plurality of second shearing elements (2012), each second shearing element having a parallel shearing surface (2013) that is parallel to the central axis and a perpendicular shearing surface (2014) that extends perpendicularly to the central axis. At least one of the inner or outer components is rotatable about the central axis, the rotation causing the parallel shearing surfaces of the first shearing elements and the parallel shearing surfaces of the second shearing elements to pass each other to shear tissue.
