The liquid cosmetic comprises at least carbon black, water, 0.5 to 5% by mass of a dispersant comprising a film-formable resin, 2 to 15% by mass as a solid of a film-forming agent, 0.5% by mass or less of a surfactant, and xanthan gum or a hydroxyethyl acrylate/acryloyldimethyltaurinato Na copolymer for a mat tone provider； a glossiness of the liquid cosmetic is 6.5 or less； and a viscosity thereof at 25° C. and a shear rate of 76.8 s−1 falls in a range of 10 to 270 mPa·s.
