The processing circuitry sets a region of interest to be observed and a region of non-interest that is different from the region of interest based on volume data, and determines a trajectory of an arm that holds an X-ray irradiator that irradiates X-rays and a detector that detects the irradiated X-rays based on a relative positional relationship between the region of interest and the region of non-interest.
