To this end, an oriental medicine composition-containing oriental medicine sheet is bonded to a lower side of an upper sheet having pores through heat fusion and pressurization, and a porous absorptive body is bonded to the lower side of the oriental medicine sheet, and thus the oriental medicine composition is allowed to get close to a local area through the pores.
