Disclosed are a device and a method for generating a dental three-dimensional surface image, capable of obtaining a three-dimensional surface image of an object being imaged of which the surface is precisely expressed by using an optical camera and an X-ray detector comprising a small-area X-ray sensor. The device for generating a dental three-dimensional surface image, according to one purpose of the present invention, comprises: a three-dimensional photographing module comprising an optical camera for capturing a three-dimensional optical image of an object being imaged and an X-ray photographing unit for capturing X-ray transmission images of the object being imaged in multiple directions a reconfiguration unit for generating volume data by reconfiguring the X-ray transmission images and an image processing unit for generating a three-dimensional surface image of the object being imaged by matching the three-dimensional optical image with the volume data and replacing a portion of the three-dimensional optical image, which differs from the volume data, with a boundary of the volume data.
