Disclosed are liquid compositions suitable for topical administration and for use with a non-aerosol pump, wherein actuation of the pump produces a foam, the composition comprising: (a) about 1% to about 8% (w/w) foam booster； (b) about 0.4% to about 5% (w/w) foaming agent； and (c) about 20% to about 98% (w/w) solubilizer； and, optionally, (d) about 0.5% to about 5% (w/w) emollient； wherein the composition is substantially free of propellant.
