A tissue cutting device that is especially suited for neurosurgicalapplications is disclosed and described. The deviceincludes a handpiece and an outer cannula in which a reciprocating innercannula is disposed. The inner cannula includes ahinge between a body section and a cutting section that allows the cuttingsection to pivot when the inner cannula reciprocateswithin the outer cannula. The inner cannula also includes a bending portionbetween the proximal end of the inner cannula and thehinge which is bendable with the outer cannula. The device is particularlysuited for accessing neurosurgical sites that are notaccessible along a linear path.
