PROBLEM TO BE SOLVED: To provide an aeration layer forming sheet material capable of preventing deformation of a cut surface or thread loosening and preventing scratchy feeling generated by a fiber of the cut surface without compromising the air permeability through the cut surface when three-dimensional fiber structure such as a three-dimensional fabric is used as an aeration layer forming sheet material for body fitting tool, and to provide an aeration layer forming belt capable of stretching smoothly without causing a bag-like outer belt to be entangled with the fiber at the cut surface of the aeration layer forming sheet material contained in the bag-like outer belt.SOLUTION: An aeration layer forming body comprises an aeration layer forming sheet material and a protective sheet frame disposed on both sides of the aeration layer forming sheet material so as to partially cover and extend from the peripheral edge of the aeration layer forming sheet material.
