The present invention relates to a method and a device for extracting and inoculating kefir grain&primes seeds from liquefied traditional kefir-fermented milk in which kefir grains are removed. A basic principle (an extracting and inoculating method) of the device of the present invention comprises: a method for artificially generating negative electrostatic attraction force and a hydrophobic property by using properties of hydrophobic surfaces of the kefir grain&primes seeds, and properties of the surfaces of the kefir grain&primes seeds which are charged with positive electric charges, and for attaching and extracting the kefir grain&primes seeds and a method for removing attached kefir grain&primes seeds by generating positive electrostatic repulsion force, and inoculating the same to milk. The device of the present invention comprises: a seed obtaining device unit which attaches and extracts the kefir grain&primes seeds by artificially generating the electrostatic attraction force and the hydrophobic property a constant voltage generating device unit which supplies high constant voltage to the seed obtaining device unit and a static electricity voltage adjusting device unit which is a switching circuit for converting polarity of static electricity voltage to generate attraction force and repulsion force in the seed obtaining device unit.
