PROBLEM TO BE SOLVED: To provide an apparatus for manufacturing a sheet member, in which particles ejected toward a sheet member can be prevented from scattering to surroundings.SOLUTION: Concave portions 212 filled with particles of high-absorbent resin are arranged on an outer side surface 211 of a cylinder part 21 in a circumferential direction. When each concave portion 212 passes an ejection start position P1 set posterior to the lowermost portion in a rotation direction, particles are ejected along a tangent line L1 of the outer side surface 211 at the ejection start position P1. A first sheet conveying roller 31 is located near the lowermost portion of the cylinder part 21. Annular grooves 312 opposing concave portions 212 are formed on an outer side surface 311 of the roller along a circumferential direction. The first sheet conveying roller 31 conveys a first sheet member 91 along its outer side surface 311 so that the sheet member passes through the vicinity of the lowermost portion of the cylinder part 21. In the first sheet member 91, groove portions corresponding to the annular grooves 312 are formed.
