To provide a reed capable of tying a dog shortly and quickly to a peripheral wire net, guard rail or a tree, and reliably performing treatment of excreta in the state in which both hands of an owner become free.SOLUTION: Three spring hooks 1, 3 and 5 are installed one by one on both ends and the middle of a reed, and any spring hook can be hooked on a D-ring or a rope of a collar, or on one another hook. An easily-usable length of the rope, which may be different according to a physical constitution of a pet or to the size of an object hooked by the rope, is approximately 140 cm.
