The base (18) is superimposed on the film (16), and a layer (20) of the substrate is placed on the base (18). At that the layer (20) of the substrate is added, capable of germination of vegetable plant material (22), the formed roots (24) of which are distributed and secured in a layer (20) of the substrate through the base (18) through the film (16) and in the lower layer of the compacted ground (14). The film (16) is made with the ability to be biodegradable, at that the time of destruction of the film (16) is set so that the film (16) by the time of mechanised cleaning is at least predominantly destroyed. The base (18) is made with the ability to be biodegradable, and the time of destruction of the base (18) is set so that the base (18) is destroyed after cleaning and filling in the new destination of the vegetation element (10). In the method a) the natural soil (12) serving as cultural base is compacted so that a layer of compacted soil (14) is obtained, b) on the layer of compacted soil (14) a film (16) is placed, through which roots can grow, c) on the film (16) the base (18) is placed through which roots can grow, d) on the base (18) a substrate is poured to form a layer (20) of the substrate, which serves as a seedling ridge for the plants (22), e) in the layer (20) of the substrate the plant material of plants (22) is sown or poured, having the ability to germinate, f) the vegetation element thus produced is subjected to horticultural care to formation of the plants (22), g) the vegetation element (10) is removed
