PROBLEM TO BE SOLVED: To provide a method for manufacturing a surface material for absorbent articles, capable of immediately transferring a body fluid to an absorbent body, preventing leakage of the body fluid and a sticky feeling, and having excellent skin touch.SOLUTION: A method uses a configuration including a first roll 21 having a large number of concave portions 24 arranged in the surface, a second roll 22 having a large number of convex portions 25 arranged on the surface, and a third roll 23 having a large number of concave portions 26 arranged in the surface.
